On Monday, September 15, 2025, the Iraqi Ministry of Transport convened the fifth technical meeting concerning the quadrilateral memorandum of understanding for the planning and implementation of the Development Road Project. The meeting was attended by representatives from the United Arab Emirates, Qatar, Turkey, and Iraq.

Dr. Eng. Farhan Al-Fartousi, Director General of the General Company for Ports of Iraq, stated:
“Today, we have reached advanced stages in finalizing the designs for both projects. We have also made significant progress with the consulting firm Oliver Wyman in preparing the economic plan for the implementation of this project. The firm has identified the investment sectors and the available investment opportunities, with each sector comprising a number of distinguished prospects.”

He added:
“A comprehensive feasibility study has been prepared for each investment opportunity, including projections of expected revenue returns. The project has also undergone governance structuring, and a fully integrated organizational framework has been established to ensure the workflow proceeds in accordance with the highest international standards. These plans will be presented today for discussion with the four participating countries involved in the execution of the project.”

Participants emphasized the importance of the meeting in laying the operational foundations of the project and in monitoring its progress, reflecting the shared commitment of all parties to achieving the strategic cooperation goals within the agreed timeline.
