Director General of Ports: We Discussed Progress Rates, Designs, and Implementation Mechanisms
On Wednesday, September 10, 2025, the Iraqi Ministry of Transport held a bilateral meeting with the Turkish delegation to review the latest developments in the Development Road Project. The meeting was attended by senior officials from the Ministry, along with a representative from the Turkish Ministry of Transport and Infrastructure.
Dr. Eng. Farhan Al-Fartousi, Director General of the General Company for Ports of Iraq, stated:
“The Iraqi Ministry of Transport convened a joint bilateral meeting with the Turkish side to discuss updates on the Development Road Project. The session included senior ministry personnel and a representative from the Turkish Ministry of Transport and Infrastructure.”
He elaborated that:
“The meeting addressed in detail the progress rates of the project’s design phase, as well as the latest updates presented by Oliver Wyman regarding the project’s economic model, governance structure, and implementation mechanisms.”
He added that:
“The session featured extensive exchanges of technical and administrative perspectives, culminating in the formulation of a unified vision between both parties.”
He emphasized that:
“This meeting serves as a preparatory step for the upcoming expanded session involving the four signatory countries to the quadrilateral agreement—namely Iraq, Turkey, the UAE, and Qatar—scheduled for next Monday.”
He further noted:
“The forthcoming meeting will be a comprehensive technical session, paving the way for the ministerial summit to be held on the fifteenth of this month, during which key decisions related to the project are expected.”
Finally, he pointed out that:
“The Iraqi Ministry of Transport, across all its sectors, is working to develop an integrated vision in coordination with leading international consultancy firms, including PTP, which specializes in technical operations, and Oliver Wyman, which is responsible for the project’s economic policy.”
